Hi, how can we set this up for our dev/test site? Some features don’t work without the envato code. When we put it in, it says activated then when we go back to system status it asks again for envato purchase code. Thanks!

You can set it normally, the theme can be activated for testing as well as for the live website – https://forum.tagdiv.com/newspaper-6-how-to-activate-the-theme/
Some features like the cloud library will not work when the theme is not activated, so you can activate it.
It could deactivate when demos are uninstalled, but other than this only manually could the key be removed, with the reset button. If it doesn’t remain active, maybe it is something wrong with the database where you are testing, or maybe plugin interference.
