Slow site

I’m in trouble on my website, hired a VPS server 8gb and processor 2 x 2.4GHz, yet the site is falling, already I deactivated all plugins and only left the active theme, but still is falling the server saying this using all the resources …
Can someone help me?

Please notice that the speed of your website depends on how well your site is optimized. Please notice that this is not a simple task and if you do not have any experience in this regard you will do not bring good results for the theme. Please notice that we have a speed optimization tutorial but this is addressed only to advanced users.
