Hello,
1. how can I customize the mobile theme of AMP? I didn’t find any options on the theme design.
2. the limit of title length and the exerpt length seems to be not working for Chinese characters. How can i fix this?

You can not customize AMP so much, because it comes with its own design: https://forum.tagdiv.com/tagdiv-amp-plugin-tutorial/
There are some settings in the Theme panel -> Mobile Theme and Dashboard -> AMP.
