Newspaper 7.8 style.css file is too big. it’s 1.07MB, user open site is too slow,long time.
A.. file is compressed if you have gzip/deflate properly setup on your server.
B.. you can minify the css file once done making any customizations to it.
I have install tagDiv Speed Booster v4.8, but open site is long time, in the first time.
I find tagDiv Speed Booste is disable, many plugins let it stop word.

Please notice that the speed booster is an optional plugin which can be activated in the same way as you install a new plugin.
The Speed Booster works only with the tested plugins. If you use other plugins, it will be automatically disabled, and I suggest to check this first in System Status. To minify the CSS you can use an online tool, like this one for example – http://cssminifier.com/ and open the theme stylesheet file, then enter all the contents in the required field. After the process is finished, replace the code in the theme stylesheet with the one resulted after minification.

Also, ensure you have gzip/deflate properly setup on server and possibly via your htaccess file.
This compresses the files when sent to browser by 80% to make things very speedy.
Test site with GTmetrix.com to see if you need to do that.

GTmetrix.com is good tool. I find my site (nginx) gzip incomplete. I fix it.
Now my site is OK, style.css form 900KB to 139KB.

but Mac Safari and Gzip compatibility is bad. firefox and chrome is ok.
