What does ‘Titie tag (SEO) H1~H4’ mean? can i know more details?
and
I can’t see the H1 tag in the right post ‘Table of contents’, is this normal? Or do I need a setting in the left composer composer? (Please let me know if you need a setting)

That option is for SEO and it is applied to the custom title – https://i.imgur.com/YBHT5LW.png
The H1 will be displayed only if is set in the post content. Usually, on posts, this is applied to the post title.

1. Depending on what SEO title you set, that’s how it will be recognized by the browser -> https://i.imgur.com/r8A1b11.png it is used for SEO, to not have for example more h1 in the page, then you need to change it to H2, H3 and so on.
2. Yes, it is normal to display only H2, if you exclude the other headings.

Showing it before H2 is a common feature of plugins that does TOC and it would help to have articles that start with a short introduction and then offer the reader an overview about things being discussed.

The new table of content looks good. However, I request you to add an option to hide/unhide at start.
If we have 10 headings, it won’t look good in mobile.
