td-menu-background are background for Mobile.
Why i see for desktop.

I understand now what you mean. In some cases the sliding issue was caused by the rocket loader feature of Cloudflare. This is recommended to be disabled, because it may affect the theme functionality

You could try disabling this in the Cloudflare settings and clear all caching after doing this. The issue should not be happening anymore.
The problem are only with a skin banner.
If the adserver don’t get skin banner … no problem.

Unfortunately I cannot test this on my end as we do not get the issue. This happens when using cdn or optimization tools with untested options such as wprocket, minification of the css, rocket loader, autoptimize, etc.
We do not recommend any of those tools.
You should add the code in the advanced css section so it only affects the desktop version though.

The problem are only for desktop site.
Now the skin are aviable in my site

Again I should mention, I see no problem with your website. The menu background is not seen on desktop in our tests.

Please remove all of the untested plugins (WP Total Cache which is very problematic), remove your code from Custom CSS area, clear all the caches and check the results.
