As per topic title. Whenever I make changes in the theme panel, they do show up in editor mode (i.e. customization, plugin live preview etc.), but NOT live.
How do I fix this?

Please make sure you also clear all caching after you change settings. Please only use wp super cache and these settings: https://forum.tagdiv.com/cache-plugin-install-and-configure/
Also please test this without any other plugins. Disable all plugins except the page builder, clear cache and reset cdn files if you use it. Please also check any custom code you might have added to the theme panel or the theme files. If you use a child theme, please switch to the main theme to make sure it does not affect the proper functionality of the theme.
