i uploaded the theme, deactivated all plug ins, changed the max_execution_time, max_input_vars, memory limit, and it wont even let me upload and save a logo. I have been at this for 2 days at this point. I dont have yoast, or buddy press. what can i do?

Listen, its not letting me even save any settings in the theme panel.
all plugins are deactivated except for
tagDiv Cloud Library
tagDiv Composer
there is no deny code in the htaccess file
im checking to see if this hosted wordpress site at godaddy has firewall blocking any thing, but i dont have access to a cpanel to see the console
