From what I have seen, it doesn’t seem possible, at least without some custom code, to display the top bar on mobile screen sizes.
Is it possible to show the Top Bar on mobile or am I missing something?

Hi,
If you are using mobile theme plugin theme you can not show the top menu, sorry!
