I have tried to add Google Adsense code at the custom ad 1 in Theme Panel, and tried to add an ad box element and add into Custom Ads Box, but still unable to display it.

Please let me know the type of ad. If the ads are auto ads, then you need to add the code between head tags, this can be set in our theme in Theme Panel -> Analytics/Js Codes. Example: https://prnt.sc/1tju9qf -> https://prnt.sc/10jk7fq, the code needs to be set only once per page -> https://www.wpbeginner.com/beginners-guide/how-to-add-google-adsense-to-your-wordpress-site/

I am having an issue with AdSense ads on my WordPress website. I am using the Newspaper theme and have connected AdSense through the Google Site Kit plugin. I created AdSense units in the AdSense dashboard and copied the code into the Newspaper theme panel under Ads. However, the ads are not showing on my website. Sometimes one ad will show, but many times no ads will show at all.
I have tried clearing my cache and disabling all plugins, but the issue persists. I am using the latest version of WordPress and the Newspaper theme.
I would appreciate any help you can provide in resolving this issue. Thank you for your time and attention to this matter.

Depends; the ads from the theme panel are apply to the standard templates, if you use for example, Single Post Template, then you need to add the code like in this guide https://i.imgur.com/v3bJU8w.png -> https://forum.tagdiv.com/post-template-ads/ and on the it website using ad box element -> https://forum.tagdiv.com/ads-adsense-overview/
