When I click on ‘People’ (or any top-hand link such as ‘GDP’, ‘Organizations/, ‘People’, or ‘Videos’), I want to use the same page template as seen on the homepage, http://www.conservativesvoice.org which shows ‘News’ articles
How do I do that?

That can be done if you set cloud templates on you categories and using tagDiv Composer you can customize them to achieve the same look as on homepage: https://forum.tagdiv.com/cloud-library-category-templates/
