1) If you are referring to the category tag, then it can be activated for each module in particular from here: http://screencast.com/t/YySRaNha
2) You can try to alter it with css but our theme does not have this option. I can help with the css to some extent (if possible) if you provide a link to your site and specify how you want the logo to be.

I find that my logo gets really blurry when users scroll down. I wouldn’t mind having it so that the header does not minimize but in fact stays the same size as you scroll down.

I have inspected your website and your affix logo is not blurry. This is just the normal size for your logo in that section.
