I am trying to add line breaks (e.g, entering down) within the text block, to separate lines of text. However, when I save the element and publish the page, the line breaks don’t remain.

I have tried this in a text element using Visual composer

Edited the text with a few enter button presses, then saved the page and viewed it

The text remains exactly as entered. Something could be affecting the layout in your case, maybe a plugin.
You could try deactivating all plugins except theme plugins as a test, and check if the issue is solved.
If it is not please provide a link o a test page or where the issue is happening if possible, we will take a look.

It seems to be OK at first, but after editing text and then re-updating the page, the issue occurs.
I did try deactivating all plugins. The only plugins enabled are now:
- tagDiv Composer (v1.0)
- tagDiv Social Counter (v4.2)
- WPBakery Page Builder (v5.4.3)
I also had a child theme installed (that was provided). So I am not longer using that, but the issue still exists.

Note, a Raw HTML element seems to keep the <br> tag, but the Text element doesn’t seem to keep and line breaks.

This appears to be a bug in Visual Composer itself in their 5.4.3 version.

That would be the conclusion. In version 5.4.2 this is not happening, they might release an update for the issue.
Please note that you should not update Visual composer if you have the option (purchased plugin). We first test it with the theme and only then include it in the theme package

We have updated the theme, and included the latest version of Visual composer (5.4.4) There should be no further issues with the paragraphs. You can check and see if that is the case.
Previously Visual composer could be installed from the theme plugins section. Since Newspaper 8 it is no longer a required plugin, the tagDiv composer is the main page builder. This composer will receive many options in the coming updates, created specially for it.
