So what?

I do not want to add widgets. I want to DELETE them and I cannot; neither can I drag them to the unused widgets area.

I want to delete them because the widget page takes several minutes to load – as you warn it will in your documentation. It also frequently times out.

However I look at them, they remain locked.

Which plug-in?
As I stated in my first post: the problem is present even when every plug-in is disabled – both by deactivation via the WordPress dashboard or by disabling them at server level.

You logged in as a subscriber – so you had no way of knowing whether or not the blocks were locked;
