added WP super cache, turned caching on, deleted cache pages, tested cache, all looked fine. tried safari browser still incorrect.

New issue, user not logged in looks different than user logged in. Can’t figure it out.

1.Why would this have changed? on an update?

2. After every update I have to regenerate thumb images and fix things like this header issue. why? Is there a way to not have to regenerate so often?

It was the cache plugin. However it is not loading the top ad and the updated latest article layout (I found the setting in the edit page backend, rather than in the theme panel) on Safari and mobile chrome.
