I found that problem may be caused by the setting of SEO by Yoast

Social > Facebook > Add Open Graph meta data

After I turn off this option, the counter back to work again.

I found that it worked for me.

I wonder that why there are two kind of result for only few people got this problem?

I got the same problem on login after updated to 3.8. I am using wordpress 3.9

Hey Jack,

Envato Support decides on a case by case basis on increasing your download limit. I have already increased your limit on this item, however, once your second limit has been reached, we won’t be able to increase it again.
