We use the Newspaper template. Where am I supposed to assign the header? Perhaps I’m looking in the wrong place.

I don’t think you’re understanding my problem. I’m probably not describing it accurately. Is there somewhere I could send you screenshots?

Here is a screen shot. This is what happens. As i said, it appears that the plugin is active but acting like it is deactivated. Unfortunately, I cannot reproduce the issue in my identical staging area–only in production–so I’m having a hard time tracking down the issue.
