What you can do is to activate a default WordPress theme, change the Theme folder name from FTP, then go back to admin an activate the theme.

If you change the theme to default you will lose the widgets from sidebars, and probably other settings.

We doesn’t change anything in V3 about this option.

That setting if is disabled keep the full image.
If enable crop the image at 700x357px centered..All images will have 357 height.
Here is a sample how the WordPress will cut an image, the issue is on portrait mode because you lose a large area from the image http://screencast.com/t/UBBj9s4cMKvV

Also please check if you have the latest version 3.0.1. Also you can disable Speed Booster plugin is you have activated to see if work without.
