I’ve tried 10x and it won’t work.
Appearance / themes / add new theme / upload theme / Choose file / Newspaper.zip / upload
it keeps getting stuck during the upload and finally says “inactivity timeout. Description: Too much time has passed without sending any data for document.”
Now, I’m travelling the world and currently not in my home country, so I’m going to try using a VPN to log in from the US and see if that does anything… (nope… exact same problem)
tried calling godaddy. Everything is working on their end
asked godaddy whether it might be because I’m not in the country where my home base is listed (that apparently shouldn’t cause a problem)
Tried using a VPN from both the USA and Canada in case that might be it
tried using Chrome
nothing is working.

Could be insufficient max upload size, max execution time or WP memory, there is a requirements guide you can follow

If needed the hosting provider should be able to increase the values of the parameters mentioned there.

You could also try to install them theme by FTP if possible, as an alternative to installing by WordPress
