I´m having pagespeed problems. Have tried everything from cache to optimizer plugins, disabling plugins remove blocks, setting on the server. everything!!
And pagespeed keeps ranking 20.
After reading several threads I found that disabling TagDiv Standard Pack plugin boosts the site speed.
My question is: Can I build the site without a prebuild template? If so how?

You can use the cloud templates without using the elements from tagdiv Standard Pack; this plugin is deprecated.

If you use Wp Rocket, you can try to exclude the following files

Wait!!! You are saying that TagDiv Standard Pack is deprecated?
Then why still in use? which is the actual way to apply pre build templates? why is not a migration tool from such deprecated plugin to whatever is the actual way?

tagdiv standard pack loads all the styles even if it is not used; that’s why we recommended cloud templates.
it is very easy to import a cloud template, for your templates, you can find one similar to the one you are using now, or you can create one yourself.
