If you have a single template, for example, and if you have set up another header, all of the posts which have this template will have that header.

That code should apply to all adsense ads. I can see that it causes problems with the ads that are displayed properly when used. So while it fixes the header ad issue

I could modify the code to affect only the header ad, this way the other ads will look alright

Yes, unfortunately the anchor/Bookmark will not work in mobile version, sorry!
Maybe you can create a special menu for mobile version that will work.

If you want to change the general header for your website, you need to change it from Theme panel -> Header Style or simply import a new header and set up for the whole website, using the Cloud Template.
