Newbie here – How can I get to the block builder/add element, please please help

I can’t find where to start. I have newspaper, but when I look around I do not see the same block building page (add element) as they show on the promotion videos. Any help is greatly appreciated.

First please make sure that the theme system status is configured as mentioned in the requirements guide. Please follow the guide carefully
