How do I see the settings at the top

Please send us a screenshot of your System Status Tab and make sure that all the requirements are met as you can see here: https://forum.tagdiv.com/requirements-for-newspaper/ ; You will have to first start looking for a plugin conflict. please deactivate ALL plugins except tagDiv ones, also if you are using child theme or cache plugin, deactivate them, clear all cache and try again.
Also you can try and remove and re-install the tagDiv Composer plugin.

We already have caching system in place with WP Engine
But I dont see why that would cause the toolbar to overlap the theme panel settings

Normal the tagDiv Composer should open on frontend not backend https://forum.tagdiv.com/tagdiv-composer-not-working/ in most cases those was from untested plugins or settings.
If the problem persist, please send us an email at contact@tagdiv.com and include wp-admin, cPanel and the link of this thread and include as many details you can. I will investigate the problem.
