If you would like to move the title on that block module, you need to edit the module file. There is no option by default to make a modification like that. Each module is predefined and has it’s own style. The file you must edit is this – https://www.screencast.com/t/8ciOaazxZ01H
There you have to move the line of code responsible for the title like this

Other layout settings for the rows may not work properly, the elements should be used on the recommended column settings.
