This license is valid for the theme (as such it will work on any version of the theme).
On the ThemeForest, you can download only the last version of the theme 10.4, if you referring to the path 10.3.9.1_10.4 is included in the package, so if want to make the update manually, you need to upload the “Newspaper.zip” file to your “/Wp-Content/Themes” folder.

That problem is fixed but there is one more issue in the Single Cloud Template – Tech News Pro template.
The issue is that just below the post title and author description on the single post the post title is getting displayed. Tried to solve from my end but its not happening

2. the option to remove the unused CSS is used only on pages and this option analyzes the website and all CSS that it finds that is not used is removed. Using the Generate critical CSS option will keep the CSS (is not remove the used CSS) but it is loading the necessary CSS for the first look in the website header and the rest of the CSS will be load in later https://www.youtube.com/watch?v=tnkVapqhIHc

Unfortunately, the page speed is not related only to the theme that you are using, this is affected by plugins/content/ads/ external resources, etc.
