The duplicate pagination can be from an extra plugin that you are using, please make a test, disable all non theme plugins and check again.
Also another alternative is to use a custom css to hide one of them.

You will have to first start looking for a plugin conflict.
Please deactivate ALL plugins except tagDiv ones, also if you are using child theme or cache plugin, deactivate them, clear all cache and try again.

If this doesn’t have an effect, you need to insert the custom code in Theme Panel -> Custom Code -> Custom CSS => https://www.screencast.com/t/rAWk31jQO.

}
Set the code in theme panel, custom code, custom css and it should display the same color in any case for the footer section.
