I will ntoe that today we installed ssl and also before this major downtime we requested the backup plugin to make a backup of the website – this does not however explain why resources are immediately consumed by your core plugins.

godaddy support disabled all plugins and I reinstalled the core plugins – the resource immediately went up to 100% – what is wrong? can you check?

we dsiabled the following plugins and then reenabled each one by one – NO EFFECT ON CPU USAGE

WE DISABLED ALL OTHER PLUGINS!

we downgraded PHP to version 7.0 and it all stopped resource over-consumption – why this can be the case – your plugins are not compatible with php verisons above 7.0?
