The fonts can be edited by going into Theme panel – Theme Fonts.

Please make sure that you do not have a plugin conflict, please deactivate ALL plugins except tagDiv Composer, also if you are using child theme or cache plugin, deactivate them, clear all cache and try again.

That is the top bar, it can be activated by going into Theme Panel – Header – Top Bar and enable it. Also the colors can be changed by going into Theme Panel – Theme Colors – Top Menu

This option is not available through functions. You can edit the sizes by modifying this file as you can see here: https://prnt.sc/p7p4sf

Also please note that you will have to regenerate all of your thumbs after the modification.
