Unfortunately for the moment, you can apply only one sort, latest articles or most popular -> https://i.imgur.com/D6F6bXU.png also for the Popular (last 7 days) all you need is to have in theme panel this option enable -> https://i.imgur.com/X9qxTPJ.png there is no need of counter in post or sidebar.

I think that this can be easy achieve by setting for each of these post a category that represent the level of priority for that post (most part for level 1 and 2) and on you homepage use tagDiv Composer and set the flex blocks/grids that you think that are the most visual and set the sort for latest and filter for the category level 1 -> https://i.imgur.com/sjVZsC4.jpg after that set another one for category level 2 if you want you can change the row layout to set these category one beside other -> https://i.imgur.com/lRbqkK8.jpg

Unfortunately for the moment our theme do not have this option, to add automatically the inline ads in blocks between module, sorry!
What you can do is to use tagDiv Composer, set a flex block after that set an ad box then set again an flex block and again an ad box.

You can build this page using tagDiv Composer you need to make a new page and set in the row some inner rows than set the layout on them as in your example https://i.imgur.com/ixRUEVS.png -> https://i.imgur.com/yxLmd3f.png after you set the containers for the layout you want -> https://i.imgur.com/UEVUKvM.png you can set the element you need inside the empty inner column, for example if these https://i.imgur.com/npncE57.png are posts then you can use some flex blocks to display them -> https://i.imgur.com/98dxDsg.png -> https://i.imgur.com/yFPPIXc.png -> https://i.imgur.com/vSAsieZ.png -> https://i.imgur.com/q2DYJrg.png also there are other element in tagDiv Composer that you can use.

The “Unique articles” option is available only on pages, but you do not need to worry, you can achieve the same on category template to, all you need to do is to edit the cloud template for the category with tagDiv Composer like this -> https://i.imgur.com/jA26NO8.png -> https://i.imgur.com/4lWs4CG.jpg and you can edit it how you want, for example you can set a offset for posts -> https://i.imgur.com/zKfRO5c.jpg in this way the posts will no repeat -> https://i.imgur.com/YADfkcj.png -> https://forum.tagdiv.com/flex-block-settings-guide/

I see that you succeeded to set the category tag on blocks, unfortunately there is no option to show in blocks/modules all the categories that are set for posts, these are displaying only inside the post/article. What you want it can be achieve only with custom work, if you rely need this, you can make a request to our custom services here.

Unfortunately you can use only a sort on each block, also the the Popular posts can be sort only after posts views, but you can set some more filers for example -> https://i.imgur.com/Nk2cBa5.png these filter can be set using tagDiv Composer on flex blocks and blocks.
