If you want to affect those titles exclusively, then you will need to use a custom css code to do it. The theme panel settings apply to all the widget titles.
You can use this custom css in the theme panel-> custom css box:
.td-footer-wrapper .block-title span{
font-size:20px!important
}

Block 21 displays excerpts in all cases, except when placed on one column layout

Excerpts can be controlled for each module, here you can see what modules the blocks use

So block 21 uses module 16, that means that you can modify the excerpt size here

The new tagdiv composer is not a copy of visual composer. Not all of the options available in visual composer will be available in our own page builder for the moment. We will add new features to the composer for future updates though. If you still want to use visual composer you can and disable the new builder but you will have to be advised as all the new theme features coming out in future updates will not work in visual composer anymore. We will develop new features and blocks exclusively for our own page builder. Visual composer will remain an optional plugin.

You could deactivate the category tag for that particular module in the theme panel

But this will remove the tag everywhere the module is displayed, and regardless of the content of the module.

That all depends on how you have built your category structure and what categories the posts have. You can control the category tag that displays on the modules by selecting a primary category for the posts, if the post has multiple categories

If a primary category is not set, it will be picked form all the posts categories, alphabetically.

For the second, notice that our theme does not have any such an option that allows you to add the icon play on the posts, but only on the thumbs in blocks, sorry! If you want to add this option, you should edit the theme core files and also, edit the post template used by you.
For your latest request, you should make two rows with 2/3+1/3 layout and add into them as you wish and on the second row, on the 1/3 section you should add the td-ss-row extra class, like this -> https://www.screencast.com/t/HwtU1wmkr7x
