There is an opacity transition, maybe that is what you are referring to. You could try setting a custom class to that row and then use some CSS to remove the transition if that us what is needed

Sorry but if you stretch the menu, you will also stretch the mega menu. You cannot have one stretched and one remain the same size.
You can fix the color though so you do not get the white space. Add this code in the theme panel-> custom css section

With CSS I believe something like that is not possible. The border has a specific color set, and the category tags as well. There is no relation between them so they can inherit design from each other.
The category tag code once a category is entered will be specific to that, but the border code will apply to all modules 2.
