No, the wp memory is handled by your WordPress install. You cannot have shared wp installs. Please access your files via ftp or cpanel and edit wp-config.php
The rest of the requirements can be implemented through htaccess if your host allows it.

Please notice that our theme does not have any such a problem regarding on CSS file dimensions and if the theme was correctly installed via FTP way, you should not have any problems. Please make a new clean install to another subdomain for testing via FTP way, clear all the caches and check the results. Try to make a new clean install to another subdomain for testing via FTP way, clear all the caches, remove all of the untested plugins if you are using something like this, use only required plugins and check the results. Try to disable the Speed Booster and check the website with this plugin in a deactivated mode.

Please update the theme to the latest version of it which is 8.8.1. I saw that you are using an old theme version and this could be a reason for your issues. Update it via FTP way, remove all of the untested plugins, clear all the caches and check the results.

Many 500 errors were solved by increasing the allocated WP-memory value (ideally 256M).

Also try to disable all plugins by FTP, if the plugins page is not accessible
– http://www.wpbeginner.com/plugins/how-to-deactivate-all-plugins-when-not-able-to-access-wp-admin/
Then delete all theme plugins, reinstall them from the latest theme package you downloaded. Let us know the results of that as soon as possible.

The max_execution_time would need to be increased as mentioned in the guide and also if possible the WP memory could be increased as well. Check with your hosting and ask them to increase the execution time parameter and if it is possible the WP-memory. Then check again.
