And I do notice that adding ?amp=true at the end of the post urls doesn’t show its amp page. amp pages show only when /amp is added..

if you have newspaper 9.1 theme files its easy.. just delete the current theme and upload the old newspaper 9.1.

The homepage on the mobile theme is fixed as far as I know. The top grid and latest articles cannot be changed.
To add custom HTML, images or text just edit the page and add those elements inside the Mobile Editor.

But when cleared the cache it seems fine, But the mobile theme is not working.
In GTmetrix its shows 90+ for pagespeed and 80+ for yslow . But in pagespeed insight its way to low.
Is there any way i could try?

try this, disable w3 total cache and install autoptimize, Async JavaScript (works better with autoptimize). Exclude “wp-includes/js/jquery/jquery.js” and defer other java scripts. And also minify the CSS.
