You can display the ticker in any page built with the composer. If you also mean post pages, category pages, tag pages etc then you can create your own templates with the tagDiv composer and cloud library plugin

When there is no more space as the screen gets narrower, the menu items will be displayed in 2, 3 or more rows.
Provide a link to your website and I will try to decrease the padding between the menu items, if needed also reduce the font size below certain widths for a better result.

That would be impossible, the code in the theme stylesheet is loaded at all times. Unless maybe you have caching that prevents the modified stylesheet to load, serving the old one, or maybe you use a CDN service.

1. The button has an option to set an URL, the image does not. You could try to use different elements to create such a functionality. For example a text with title, button and single image

That is unusual, the menu items should be displayed as you name them in WordPress menu creation screen. Try creating a test menu and set that or switch the sub-footer menu with another one, check if the same happens.

Also check if the issue is solved by deactivating all your plugins as a quick test, leave only theme plugins active.
