The settings from theme panel are global and are apply only on default theme, if you are using cloud elements these will not be affected, these can be change only with tagDiv Composer, also setting the fonts ( style) with tagDiv Composer will overwrite the theme panel settings for that element.

This can be a plugin conflict, please deactivate ALL non theme plugins, also if you are using child theme or cache plugin, deactivate them, clear all cache and try again.

I understand what you want to do.
If your sections is a menu -> http://prntscr.com/piwxwy then you’ll need to chose the menu you want to show ( and you need to create a menu that is link to these pages ), from what i can see I think that you are using inline text, for this you’ll need to add some html code, I think that your section of contact is looking something like this -> http://prntscr.com/pix2g6 in order to set a link on it, you’ll need to add the href tags -> http://prntscr.com/pix2uw after that you’ll need to set the link of that page, in my case -> http://prntscr.com/pix3a1 -> http://prntscr.com/pix40l -> http://prntscr.com/pix45v
