This is mentioned in the guide provided above. The page builder cannot be used for mobile pages, this is meant for improving performance on mobile.
Please note the mobile plugin is not required, you can choose not to use it. Then the same content from desktop will be displayed. The main theme is fully responsive.

That color will be displayed only on category and post pages. On the homepage the category tags will have a default color. You could change them in general as you mention, or maybe by block and module type. Use the browser inspector to identify the classes and experiment with custom code

The margins and padding used for blocks and grids (between modules) have fixed values. There are no options to modify them. Trying to do it with custom code could result in broken elements. These are not designed to have dynamic spacing, everything is carefully set and dependent on the theme fixed width.
