You can inform the editor to use the video format only when using a featured video. That is how it is supposed to be used, and it is mentioned in the theme documentation. There is no setting to display only the supported post templates when the video format is selected.

Yes that could be the case. If you made changes in the theme panel and saved successfully, and these changes are not present on the website, then it could be caching. Maybe check the caching plugin configuration.
I though that the issue was that the actual theme panel cannot save the settings you make, that can be caused by the parameters mentioned.

The theme panel is accessible only to admin level users. Other user roles cannot access the theme panel. You cannot have parts of the theme panel available to users. So if he is an admin he will have access to all the panel, including the ads section.
There are no options to modify this functionality, admins will always be allowed to the panel as a whole.

Depending on the layout the blocks can switch modules as well. The block may not look the same when on a full row, and a 1/3 split for example.
All the available blocks are predefined, this will ensure they will always display properly in any situation.
I could’t say exactly why the modules are named as they are, it was a decision made by the developers when creating the theme.
