The theme doesn’t have an option to make a specific blocks sticky. But a solution is to use do_shortcode function and place the Newsticker in the menu. The logo size depends on the headers style used. Same thing for advertising banners. For a better accommodate with the new ad banners you need some CSS customization.
Please provide your site url and also more details about this so I can inspect it closer and be able to provide a more accurate answer.

Unfortunately it is not an easy task to change the boxed layout for header, as the site will become boxed when background-color(or image) is added. You could try to use media queries to change this for desktop – http://screencast.com/t/vIA97kLL6S
