Normally, the key will be automatically assigned to the first 2 websites where it was used. Then if needed you can unassign it and assign it to other websites. Please be aware that you can only change the key after one month.
Sometimes it can take a while, please clear all cache and see the results.

This system has been implemented to use the license correctly. A license is for one online site and not 2, 3 or more. Our system allows a license to be assigned to a maximum of 2 sites at the same time (we considered that most sites will need a test site), once this number is reached, it is locked for a period of time to be able to unassign the license from the website. The mobile pages are empty because you are using the mobile theme with amp, and when you are using the mobile theme this will overwrite the responsive version to make it faster the pages need to be made using the mobile editor -> https://i.imgur.com/bK2ykfh.png (because most of the time those are made using builders).
What you can do is to set a mobile content for those pages, or use the mobile theme with amp only for posts -> https://i.imgur.com/PM9X2ln.png
