The reason why the limit is global and not responsive is because when you set a number there, a query is done to fetch that many articles. The query finishes just before page load and can only be done once.

I recommend you use a cloud template instead of default templates, so you can edit the pages with the Tagdiv Composer, and it is more customizable and easy to use.
The default templates have only a few settings in the theme panel. You can disable the sidebar and change the page format in the Gutenberg editor.
