No, that is not correct, the templates are not posts, the template is only the post design, a cloud template can be apply on posts, so can be use individual on post or global in theme panel.

If you want to duplicate the header, the best way remain copy and paste. Import a new header ( the same header or an empty one ), copy the content that you want to duplicate and paste it in the new header template, in this way you should not get that error anymore.
