If you just wish to change h4 with h2 then you need to go in file Newspaper > includes > block_templates and open in notepad ++ look at 102 line there start custom title ( https://www.screencast.com/t/1qaxq3mo ), change there h4 with h2; this will change just the element, the font-size will be the same
