I have inspected your source page and I saw that you are using some untested plugins which can interact with the theme core files and which might cause a lot of unknown issues. Also, you should update the theme to the latest version of it which is Newspaper 8.2 because I saw that you are using an old theme version, like 7.8. Try to switch the theme to the main theme because now you are using the child theme and it’s possible to affect some theme’s functionality. Please follow all of these useful steps, clear all the memory caches and check the results. If the problem is still there, you should try making a new fresh install from scratch via FTP way in another sub-domain and see the results. You should make some additional customizations if you want to make that plugin to work on your website, sorry! My above advice should work as expected, regarding on Network Icons. Clear all the caches and check the results. Probably, you have a strong cache plugin and that’s why these are still appearing there. If is not what you mean, please provide some useful screenshots to show me where exactly the problem is and what you want to remove.

The Newsticker element can be added everywhere you want to your website if you will use the TD COmposer or Visual Composer. If you want to be at the very top of your website you should add it in that way -> https://www.screencast.com/t/0fZBuucsz and then, the result looks like this -> https://www.screencast.com/t/CVIyjziN After this, notice that you can adjust it with a bit of CSS code to remove any padding top if it’s necessary.

I saw that you are using a plugin for comments section which is not tested with the theme and it’s possible to affect the theme core files and causes some unknown issues.
