As I can see the logo on mobile is the same as the one from desktop, the problem that I see is that is take 1s until this is set to the right place. This problem it can be caused by some untested plugins or cdn, is like the style for these elements are loading only after the full page is load.
As You can see on our live website the mobile logo is display normal -> https://demo.tagdiv.com/newspaper_local_news/

The problem with pages speed is that recently google add the Largest Contentful Paint
and Cumulative Layout Shift for the moment we do not have a guide that can reduce these elements, but for the moment we know that using sticky sidebar and menu will increase the LCP and CLS, if you remove these you’ll improve the pages speed. Also there can be some extra plugins or code that can provide this problem.

If I’m right you are using the theme on wordpress.com, usually this is a host that is restricting the theme functions and and plugins that can be use on this host, this can be one of the cases for way you can not install the cache plugin or why the theme stop saving and provide errors and the theme is not working properly for you, usually when you do not have a plugin conflict and the theme requirements are set as in our guide, the are no problems.
If you can to make a test on localhost and to see the difference, then f you want you can change the host. If you want to set more ads/banner in a single row, then you can do it on pages using tagDiv Composer -> https://i.imgur.com/51pD16i.jpg add an inner row where you want to set these ads -> https://i.imgur.com/5yYmJnl.jpg after that set the inner row layout -> https://i.imgur.com/9m8PqM7.jpg after that add the ad box element -> https://i.imgur.com/N6UtYPn.jpg using ad box, you can use the ads set in theme panel -> https://i.imgur.com/N6UtYPn.jpg or you can use banners (images with links) -> https://i.imgur.com/NR5Cooy.jpg or you can set a code for ads like in theme panel -> https://i.imgur.com/BtJTPx8.jpg after that do the same for the rest of ads.
Also for the images use as banners you can use different size -> https://i.imgur.com/yX878WP.jpg

These widgets must to be assigned in theme or somewhere to be display. Usually our theme is using elements from tagDiv Composer also now the posts and categories from pro demos are using cloud templates that can be edited and set only with tagDiv Composer.
Usually the widgets are set as sidebars on standard templates -> https://forum.tagdiv.com/design-post-pages-using-default-templates/
If you want to set the widgets you can also do it using tagDiv Composer, all you need to do is to set the the sidebar widget -> https://i.imgur.com/jvcRC7z.png -> https://i.imgur.com/yiMSFnL.png

Usually this issue is related to a firewall or security module which blocks admin-ajax.php request. Please verify the console for error while saving the settings on the Theme Panel, usually it displays a 403 or 404 error.
If you don’t use a security plugin, please ask your host about this, maybe you have a security module which blocks this.
If you use a plugin like Wordfence please set it in learning mode.

Make sure that you do not have a plugin conflict, please deactivate ALL plugins except tagDiv plugins, also if you are using child theme or cache plugin, deactivate them, clear all cache and try again.

If there is still a problem, you can send us an email at contact@tagdiv.com and provide admin login, as well as cPanel. We will take a look. Include a link to this topic in the email.
