At the moment and with the current theme settings that is not possible, once a menu is set for the header it will be displayed on the whole website.
For now the category templates can be designed with the tagDiv composer but the menu will be the same as the rest of the website. Maybe there will be changes in this matter in the future.

The default post templates, the ones that you used before, they cannot be edited with the composer. But you can now design new templates in any way you want. Apply them for specific posts or in general, same as before. Make tests and experiment with the new features.

Our composer does not have a similar element to that. There is a tag cloud widget but that is a simple looking widget it would require additional design.
In our theme tags can be displayed on top of blocks, as a live filtering option. Users can filter the block by the tag they want. This is called the ajax filter, it can show tags as well

What you want to do is to have something like e multiple column sub-menu. It could be done with CSS but it may prove difficult.
A better solution would be to create the menu in a page, a page can be displayed in the menu

So for example you could split a row in 4 columns or any number you want, set title elements for each

Having an equal amount of text would be a better and easier solution when possible, in these cases.
So you want the header menu to have a color of your choosing, the theme panel settings will allow that. You can set a background color for the menu, also hover/active color.
If those settings are not what is needed, explain in more details how you want the menu to look. Maybe it could be done with CSS.
How are you implementing the ads? if by a single image that may not be the best element to use. Try using a simple text element instead, in which you insert the ad banner with a link, it will be more responsive

How does it look in your case for an editor role? Maybe you used or you are using some kind of user capability plugin. Try to deactivate all plugins except theme plugins and check again. Is the problem for admins as well or other user roles?

Try to re-save the permalinks in WordPress settings, then access an AMP post page on your website. There should be no issue.
Remember to update the theme plugins you are using after each theme update. Only the tagDiv composer and social counter are updated automatically (this process fails sometimes however). After a theme update, check the theme plugins section and manually update the plugins you use, there is an update button now.

The responsive design will apply when needed, if the width drops below certain breaking point the width will change. The columns (spans) are defined with percentages, not fixed values

We do not recommend to make modifications to these values as they may break the design for the whole page. Each padding or margin or design element is dependent on those values, so this may result in problems. Maybe you can think of a different way to display the ads.

It would be difficult to position all those menu items in a single row, even if I give you a code to reduce or remove the padding between menu items and maybe the font size.
You could make some tests with other header styles see how they display. If you cant find one that you can use instead of this one, I will try to find and give a solution. Let me know.

The default footer templates have a maximum of 3 columns. To achieve a 4 column layout you will have to create a page with the elements you want and also the layout you want. The tagDiv composer allows a 4 column split. Then set that page as footer page
