The settings are working properly in my tests, so there should not be any problems for you as well. If you could provide a link to the page where the author box is located we will inspect it. Set the colors you want and leave it like that, we will try to identify why they are not applying.

The modifications that were suggested by my colleagues work, once you made them and they worked they should continue to do so. Unless maybe you have updated the theme, in that case they will have to be made again.

First please check the theme system status parameters

Ask your hosting provider to make modifications if needed. If you updated the theme, update all theme plugins as well.
Additionally try as a quick test to deactivate all plugins if possible except theme plugins and check if this has any effect. Let us know the results.

The modification will have to be made in the mentioned file, in the theme folder. Usually this requires FTP access to the WordPress install on the server
