You can manually activate the Newspaper theme from here: https://www.screencast.com/t/EL4k48Lq

If this is still not working go in Newspaper> System status and replace the url from: -> https://i.imgur.com/WlRnszw.png
admin.php?page=td_system_status
in
admin.php?page=td_system_status&reset_registration=1
And try after that to activate the theme.

Please note that updating the PHP Version is a Hosting issue. They have to handle it. Also you should be able to use Newspaper Theme without a problem on older versions. Are you facing any errors or what exactly can’t you access ?
