Unfortunately, there is no option for that to make the same height all modules, those are adjusted after post title and excerpt dimension (length of words or letters) and these are the only options that can be used to adjust the flex height, now if you are using the excerpt on letters -> https://www.screencast.com/t/McjF7faoO -> https://www.screencast.com/t/Il7hnKlsy then the flex blocks height will be most of the time the same, it is set on words, then can appear difference because some words are longer then others.

Do you use the theme for multisite? Please note that Newspaper Theme has not been tested on a multisite, but I saw a lot of users use the theme on multisite and work well, also, we cannot provide support for this, sorry!

If you use it on subdomains that are a part of your product you could use the same license. Using test platforms is allowed with the same Envato key.
