You can achieve that block by using tagDiv Composer, edit the page -> https://i.imgur.com/5BROogz.png and add the elements you need -> https://i.imgur.com/vxEmTvt.png -> https://i.imgur.com/Wo74sVq.png => https://i.imgur.com/1coUVEh.jpg

If you use the Popular (Jetpack filter), you can not use other settings on that block-> https://i.imgur.com/H9rdOB8.png, because these options will not apply, will be apply only the filters from Jetpack.

From what I can see there is an admin-ajax problem too -> https://i.imgur.com/E6zn7Pl.png this may be the menu cause too.
Please verify the console for error while saving the settings on the Theme Panel, usually it displays a 403 or 404 error.
If you don’t use a security plugin, please ask your host about this, maybe you have a security module which blocks this.
If you use a plugin like Wordfence please set it in learning mode.

Unfortunately we have not tested a plugin in this matter. And as mentioned above, you can create a brand new page which can be inserted as part of the menu:

Created a new page, added a flex block on that page, saved the page and copied the page id: https://www.screencast.com/t/8G5sOeiZ

In appearance – Menus, add the page and insert the page id: https://www.screencast.com/t/wOs54xcx345b
