If I correctly understand, you want to make a post to be particularly displayed, unfortunately, the setting form our theme are apply on the block for all the posts that are displayed in it.
What you want maybe it can be done with some custom css, but this depends on what situation you want to apply the css, if is about applying on posts from specific categories, then I think it can be done a code for it.

Some of theme are coming from the page that is set as popup modal for menu -> https://i.imgur.com/9D5c2Ce.png -> https://i.imgur.com/dSSueOw.png for this edit the homepage, select the all element from menu and click on edit page -> https://i.imgur.com/5eR5Kab.png and remove the h tags from that page (or you can replace the popup page).
The Running the CSS analyzer is display because you are running the h tool when you are logged in and the top bar is activate. Normally that h tag is when you open and run the CSS analyzer tool. So you do not need to worry about that one.

The code from the child theme function seems to be ok.
From what you describe is like the child theme is not activate.
I made a test with a css on my install and for me this is apply correctly, so the wp-content/themes/Newspaper-child/style.css file is working for css.

Unfortunately, that element you can’t customize only with custom code CSS.

I see that this problem appears only when the sticky drop down is open up, my suggestion for this is to use a custom css that will make the drop down list smaller in that situation.

}
